May 1, 2021 – SACRAMENTO – With another devastating forest fire season looming on the horizon, the California Senate unanimously approved Senator Bill Dodd, D-Napa legislation to improve conditions during power fire-related power supply Shutdowns and ensuring local governments receive critical resources.
“Shutting down electricity to prevent forest fires has become an unfortunate reality here in California.” Senator Dodd said. “However, this is associated with considerable costs. My bill ensures that these shutdowns are classified as local emergencies so that local authorities can reimburse the expenses from the funds available. “
Senate Bill 52 follows a series of PG&E shutdowns over the past two years designed to prevent dropped power lines and damaged equipment from starting a fire. It is clarified that such public safety blackouts are eligible for official emergency declarations, thereby freeing up financial support to local government under the Emergency Services Act.
SB 52 is supported by Napa County, the California Fire Chiefs Association, the Fire Districts Association of California, the Regional Council of Rural Counties, Disability Rights California, and the California Association of Public Authorities. It was approved by the entire Senate on Thursday with 36 votes to 0.
“Public safety power cuts, when performed with accuracy and precision, can be an effective tool in reducing the likelihood of forest fires.” said Napa County Supervisor Diane Dillon. “However, these events lead to disruptions in the communities and the need for greater coordination between the local authorities in order to be able to react even if no forest fires occur. When it is made clear that a PSPS is an emergency, local governments such as Napa County will receive much-needed relief that can incur significant costs when power outages are announced. “
