Using a Disabled Veteran (DV) plate does not justify parking in disabled parking spaces.

The international symbol for people with disabilities entitles a vehicle to use disabled parking spaces. License plates must bear the International Symbol of Access (ISA) or the International Wheelchair Symbol to entitle the holder to special parking privileges. A handicapped symbol with relevant documentation is available on request from the DMV website.
The following Code of Virginia Law relating to DV Marks under the Commonwealth of Virginia.
§ 46.2-739. Special license plates for certain disabled veterans; Fees.
- Upon receipt of an application, the Commissioner will issue special license plates to applicants who are veterans certified by the U.S. Department of Veterans Affairs or unmarried surviving spouses of disabled veterans within the meaning of Section 46.2-100. These license plates must be special permanent red, white and blue license plates with the letters “DV” on them. The application must be accompanied by a certificate from the United States Department of Veterans Affairs that the veteran’s disability is related to the service. The license plates issued in accordance with this paragraph may not allow the vehicles on which they are affixed to use parking spaces for persons with disabilities who limit or impair their ability to walk.
- Upon receipt of a request, the Commissioner issues special DV mark for disabled parking spaces with the international access symbol in the same size as the numbers and letters on the sign and in a color that stands out from the background for veterans who are also people with disabilities who limit or impair their ability to walk within the meaning of § 46.2-100. The Commissioner will require that any such request be accompanied by a certificate signed by a licensed physician, licensed podiatrist, licensed chiropractor, licensed nurse or medical assistant. Special IT labels for disabled parking spaces that are issued in accordance with this subsection entitle the vehicles on which they are attached to use the parking spaces reserved for people with disabilities that limit or impair their ability to walk.
